The default openbox config file contains these two keybindings:

    <keybind key="XF86AudioLowerVolume">
      <action name="Execute">
        <command>amixer -q sset Master 3%-</command>
      </action>
    </keybind>
    <keybind key="XF86AudioLowerVolume">
      <action name="Execute">
        <command>amixer -q sset Master toggle</command>
      </action>
    </keybind>

I don't know what the second entry was intended to do but it actually
leads to a "lower volume" button that mutes the volume.
