Public bug reported:

Dear developers,

Generaly, lot of indicator main menue have a textual label, or an accessible
description to Screen Reader known what the purpose the actual focused
indicator main menu.
A typical good example is the indicator-session, indicator-messages,
indicator-date packages.
Have two example with Orca Screen Reader not known what the actual focused main
menu, the network indicator (indicator-network package), and the keyboard
indicator.

When a visual impaired user using in Ubuntu 12.04 for example with GNOME3 the
fallback session and use Indicator-applet-complete panel applet, if press
Super+S keystroke, land a menu system. If press left or right arrow, hear what
the selected menu item (device menu main menu, users menu, messages menu,
volume with xx%, etc).
Network indicator main menu and keyboard indicator main menu hear only the user
with "menu" role name, and possible to ensure he's choosed realy for example
the network indicator if press down arrow.

If not a big request, please associate network indicator main menu with
a translatable label or accessible description, for example "Network
connections". The menu word not need the label, because Orca screen
reader automaticaly spokening the menu role name.

I maked a small wideo with recordmydesktop application to you easy see
how can possible handling indicators with screen reader and keyboard in
Ubuntu 12.04.
