The problem is easily reproducible if you use a dual-monitor setup. In
my case, I'm using a laptop which has an extending IHV display connected
through VGA. My main screen is the extending monitor as it's larger
(full HD, while the integrated display is 1440x900) - it's on the left
side of the laptop. The screens have their tops aligned, so they both
show the menu bar on top.

Now, if you launch any application - say, explore your home directory -
here's what happens: the "global" menu is accessible for the window if
it's on the main screen (VGA) - I can move my mouse pointer to the top
of the screen and then the menu appears. But, when I move the window to
the laptop display on the right hand side, the title of the window
correctly disappears from the top bar of the larger screen, and moves to
the bar on the integrated screen - this is as expected. However, there's
no way to access the menu of the window. None whatsoever - I tried
moving the mouse pointer and pressing the Alt key. Move the window back
to the screen on left - menu can be accessed without problems.

Expected behaviour: menu can be accessed no matter on which screen a window 
resides.
Hope this helps. I'm really counting on it to be fixed, it makes having 
multi-monitor setup useless...
