This is because ubiquity depends on any of its frontends, and so if ubiquity-frontend-gtk is temporarily uninstallable for some reason then the packaging system will tend to try to pick a different one to satisfy its dependencies. I don't intend to change this since you aren't supposed to have ubiquity installed on normal systems anyway - it's only for use on live CDs and the like - and since the real problem here was probably elsewhere.
