it's already a recommends.  It probably didn't get installed due to
archive skew when you were updating (ie there was a newer version of
libxcursor1:amd64 and libxcursor1:i386 in the archive, so apt only
installed the former and not the latter since they need to be the same
exact version)

I'm not sure I actually want to fix this by making it a hard dependency,
as Wine is sorta usable if you manually remove the recommended packages
(that's the point of recommends over depends), and more importantly
archive skew doesn't happen once the release is actually out (updates
get built in staging areas and then pushed for all arches concurrently).
