Hey guys! I discussed this issue with Haggai Eran and he had some improvements to offer: IMHO maybe the solution should come from LibreOffice's side.
Meaning that during the installation the installer will check for installed locales or input methods (or both) and will enable it by default. This way adding the Hebrew layout but using the English US interface will still enable you to fully utilize the RTL abilities.
