I have narrowed it down and believe I know what is causing it. TB is not hanging permanently, but it will take several minutes to recover. Here's how you can re-create the issue:
create a very large text file, for example a backup of a mysql database (sql, plain text). I was able to replicate this with less than 100K records in a csv file. Attach it to a email and send it to yourself. open it. try to reply or forward. your cpu should max out for several minutes trying to process the message.
