On a different wifi network (VM superhub) I no longer experience this problem. I suspect it's a driver problem in this case. The networkIi was connecting to when I had the problems was broadcast from an old ~6yr Broadcom router, I'm going to keep this bug marked incomplete because I can't isolate the problem further, or reproduce it where I am now.
