I'm not seeing the same issue. I have tried multiple combinations of
external HDD's, flash drives, USB optical drives, webcams, etc., but
have not seen any boot-up failures under 11.10. I cannot vouch for 10.04
--maybe it is your system? What USB device are you using? Any hubs? Is
the device in question getting power or data?(Check lights on device)
