The first connection creates gnutls-param, which can be costly
(especially on a small headless server with little entropy).
Please read Debian bug report for more information. This is mainly so
that we can get this fix in when it's fixed there (or maybe produce a
fix from Ubuntu to push to exim4 in Debian).
