Actually, manually restarting apt-daemon immediately brings up the following error and bug report: https://bugs.launchpad.net/ubuntu/+source/aptdaemon/+bug/450662 ,but that doesn't affect normal use.
Upon rebooting, the former bug is fixed, and I suppose the latter is not important.
