  Since it is expected to report bugs in english, a user with non-english local 
environment uses prefix LANG=C to ease a triage.
  What happens:
  When e.g. Firefox wasn't running at this time and opened by apport from 
terminal, it then changes it's interface (application- and context menu, 
tooltips) also to english. Unless Firefox is closed and reopened it remains in 
english.
  Apport dialogs also change to english.
  Expected:
  Report a bug in english, but don't change local language of the application 
which submits the bug report.
