ModemManager waits to get all modems properly disabled and all modem
objects removed; so it is likely that a bug in that code prevents a
proper shutdown of ModemManager. The fix would be to find that bug and
fix it; but a preventive measure with a max time to wait to within
ModemManager for the properly shutdown could be implemented.

If it is easily reproducible, can the reporter launch MM in debug mode
and try to reproduce it? See "Get Debug Logs" in
https://wiki.ubuntu.com/DebuggingModemmanager
