What flavor is the guest? Is acpi or X-windows installed?
How are you shutting down the guest? (I'm sorry, I don't know what you
mean by 'by guest abilities').
If you have a console open while you attempt the shutdown, do you see
anything happening on the guest?
Does logging into the guest and typing 'shutdown' cause the guest to
shut down?
Finally can you post the xml for the guest?
