Thomas, why did you wrote "There is no way to create a non-zero binary database."? How did you try to create it?
the "Key File Directories" section of the wiki Ryan pointed should cover that, did you try to create a "/etc/dconf/db/local.d/something", what did you put it in? Did you run "sudo dconf update" then?
