It is not possible to ignore this message and build a truly unattended install. I have found that line 199 in the openswan.postinst ignores any value of openswan/runlevel_changes note by setting the seen flag to false (http://bazaar.launchpad.net/~ubuntu- - branches/ubuntu/precise/openswan/precise/view/head:/debian/openswan.postinst). + branches/ubuntu/precise/openswan/precise/view/head:/debian/openswan.postinst#L199). Please fix this by not ignoring any value set or fix the problem causing the need to display such message.
