Aside from running dpkg-reconfigure, hand editing /etc/default/keyboard
and then running `sudo udevadm trigger --subsystem-match=input
--action=change` also works around the problem.

`setxkbmap fr oss` works around it for the session.

Attached is a script that summarizes some keyboard configuration
details.

I'd like to know what X call is producing the error in xklavier, however
not sure how to determine that short of inlining printfs or setting up
xtrace.
