Possible reason: Another user told me today that he can confirm this bahaviour. This happens because chrome/chromium seems to start downloading the selected file immediately as background task while the save to dialogue is shown. In this case there's already write access to the standard download directoy, which causes the create folder function to crash. This would explain why this is not affecting any other directories.
