I also just noticed, you're not using the S3 backed mirrors:
sudo sed -i.dist
's,archive.ubuntu.com,archive.ubuntu.com.s3.amazonaws.com,g'
/etc/apt/sources.list
I'm not saying there was not a problem, only that I thought (and hoped)
you were using the s3 mirrors. I've just tried right now and have not
been able to reproduce against the us-east-1.ec2.archive.ubuntu.com
mirrors (we've not done the switch over to S3 yet).
