Reuben, I agree completely. In some ways Linux desktops today are less
responsive than they were many years ago. So let's try and fix it...

First, to confirm if it is a compiz issue, could you please try logging
into a "Gnome Classic" session? That uses compiz also, but excludes
Unity. To get the Gnome Classic option you will probably have to install
package "gnome-shell" and friends.

If the problem is compiz then I would really like to fix this. But it
sounds unlikely given "the mouse stops moving (it becomes laggy anywhere
over 95%), music stops playing, the hard disks stop spinning/seeking (at
least audibly)". Those are all hardware/kernel/scheduling issues that
are very hard to blame compiz for unless the compiz process is thrashing
the CPU or disk. But let's work through the options...
