Note that this will not affect users who have not modified /etc/default
/libvirt-bin to start libvirt with --listen.

Actually, taking another look at oneiric, it does in fact also
automatically enable listen_tls.  It leaves the line 'listen_tls = 0"
commented, with a comment saying it is by default enabled.  And adding '
--listen' to the libvirtd parameters causes the same problem in oneiric.
Therefore it is not a regression from oneiric.

A good question remains, what did you do originally to make it work in
oneiric, and why did that go away?

Is it possible that you set listen_tls = 0 in libvirtd.conf in oneiric?
When I do that and do 'do-release-upgrade -d', then I get a debconf
question asking me whether to upgrade the changed libvirtd.conf.
