This seems to affect all users where the uid is "low enough". Not sure if it is just users specifically below the value of minumum-uid in /etc/lightdm/users.conf, or below some other value - my testing was inconclusive. However, increasing the uid does solve the problem.
In our case this came about from using LDAP users, some of whom have very low uids.
