  I regularly do package updates and only noticed it today, so I guess it
  has to be somewhere between 1-2 ago...
  
  Problem: All keys that used to work in combination with Function Key no
  longer work. I will give a more specific example. In my laptop FnKey+F12
  increases volume. After it regressed, F12 alone increases volume (works
  like FnKey+F12), while FnKey+F12 works like F12. The same goes for the
  rest of the keys that used to work in combination with FnKey.

+ SOLUTION: I don't know what trigered the change, but there was a change in 
the BIOS settings that affects the default function of the "Function KEY". 
Toggling this option
