MarkS, have you tried searching through your BIOS options in case there
is a setting affecting the default function of the "Function" key?

I had a similar problem on my Dell laptop and as it turns out a BIOS
switch was toggled  that reversed the default function of the Fn key.

Is that a regression? Have you tried a previous Ubuntu version that
works? Does the same problem now affect e.g. Windows (if you have them
installed)?
