Maybe this depends more on the hard disk than the actual laptop/system? I unplugged the power, then while doing nothing listened for the disk's powerdown. It happened after about 15 seconds, which I think shouldn't happen given the default values (-B is at 127, -S at 36, which would mean 3 minutes before spindown).
I have Precise with hdparm 9.37-0ubuntu3.
