Public bug reported:

I'm unsure if the root cause of this problem is within the kernel module
or NTP itself. However, using the same 'ntp.conf' over a wired
connection, it works as it is supposed to. When using the config over
the wireless, all peers are stuck in "INIT". Changing servers does
nothing, everything I have tried yields the same result. I am, however,
able to use ntpdate with servers that are stuck in "INIT" in ntpd any
they work just fine. Using ntptrace on the same servers work as well.
In short, over wireless, I have not been able to get any server to get
past "INIT" in ntpd (both IPv4 and IPv6) but, using the same servers
with ntpdate, ntptrace, etc. work just fine. Everything works just as
expected over wired with no problems.
