When browsing http://svnbook.red-bean.com/ I am not 100% sure whether it is 
only for *storing* authentication details or also for using them...
And... whether the flag is applicable on the GNOME keyring as well, is also 
unclear in the SVN book, it is saying that ~/.subversion/auth is being disabled 
and does not say whether other authentication methods are disabled as well...

If you still experience this issue (it has been a while ago), I suggest
to contact the SVN developers to get (clear) answers. And if this indeed
is erroneous behavior, I suppose an upstream report should be filed...
