Well, dnsmasq is supposed to try the servers in parallel and use the fastest response; not really rotate using one or the other.
It would be useful if you could provide a packet trace of what is happening when you open firefox and notice this behavior, I would like to see if dnsmasq really is only asking one of the DNS servers in this case.
