I'm running Ubuntu 7.04 (Feisty Fawn) and as far as I know I have had this problem for several version.
Regarding dictionaries, this bug is about the fact that I cannot install dictionaries for languages I haven't installed for the whole system. For example, to be able to check my spelling in email in Evolution in the German language I have to install German language files for the whole ubuntu-desktop. This is because Evolution doesn't seem to offer it's own system for installing dictionaries. Other applications like Firefox (2.2) and OpenOffice have their own inbuilt ways of doing this. This is a barrier to anyone who uses two languages in some situations but doesn't want to install everything in two languages.
