This does not seem to be a valid bug. It does not outline where the bug may occur, under what circumstances the bug (if any) occurs, and is rather a statement of trying to prove something. james-plate (on IRC, in #Ubuntu-Bugs) discussed this with me, and we both came to this conclusion of this being invalid.
