Thank you for reporting this bug to make ubuntu better. I notice that
the launcher and the dash remains in the foreground while the
application is created in the background. Marking confirmed.

- Press the Windows key to open the launcher
- Right-click on one of the applications in the launcher and left-click on
one of the menu items to open a new window (e.g. for Terminal, left-click "New
Terminal"; for gedit, left-click "Open a New Window")
