I have the same problem with a norwegian keyboard, Logitech K360(wireless, USB).
When on install medium/live: The same bug exists - top layout in "gnome-control-center region" is chosen, but not effective. Though, it does work when changing the layout from top menu(two layouts must be added for this menu to show). First change to eng, then back to no, and the layout is correct. This is not possible when 12.04 is installed.
