It's not a real bug
Note that if you're upgrading from 10.04 LTS, do-release-upgrade will complain 
"No new release found" until 12.04.1 is released. To force an upgrade, use the 
-d option

 )

On desktop Ubuntu 10.04.4 LTS too:
with update-manager set on LTS only , 12.04 is not proposed as with 
do-release-upgrade
Switching to normal version propose the 10.10
