The simlilar "install-info" bugs may easiy be causeed by user's modify in configure files, So when users are going to modify a configure files, the system should be automatically record what configure has changed. Thus, the system can be robust enough and change it to the original version configuration when it does not work fine afer users' modifying. I am a chinese user, users like me modifying the configuration via "sudo" will cause problems that they don't understand...
