I can confirm that disabling "tickless system" in "Processor type and features" (CONFIG_NO_HZ is not set) solves the mistery load problem when recompiling the current Ubuntu kernel (3.2.0-24.38-generic). Thanks Jozef for pointing me this out, and it seems to keep a lot of people busy about this already for some time.
