This happens again in 12.04.
Some applications (gedit, eog) allow changing shortcuts and persist them over
launches.
Other applications (nautilus, gucharmap) allow changing shortcuts, but forget
them once their process ends.
Yet other applications (gcalctool) don’t allow changing shortcuts at all.
