I experience this behavior with all my 12.04 machines, independent of brand, physical, or virtual. I think the working of halt has just changed. halt now halts the machine, halt -p halts and powers off. actually I don't see any documentation indicating that halt should power off the machine. can someone from canonical confirm this?
