This is strange. If you're able to install Cairo-Dock from the Software
Center, you should be able to remove with the same way.

What's the content of this message. Please note that Cairo (libcairo) is a 
different project than Cairo-Dock.
Maybe are you using the Cairo-Dock session? Or maybe Cairo-Dock was set a 
program to launch at startup (a file should be available there: 
~/.config/autostart/cairo-dock*.desktop)?

If you want to remove all cairo-dock packages, you can launch this command from 
a terminal:
   $ sudo apt-get purge cairo-dock cairo-dock-core cairo-dock-data libgldi3 
cairo-dock-plug-ins cairo-dock-plug-ins-data cairo-dock-plug-ins-integration 
cairo-dock-plug-ins-dbus-interface-python
