I'm seeing this on Ubuntu 12.04 LTS. When I try to update, I get:

$ sudo apt-get upgrade ffmpeg
Reading package lists... Done
Building dependency tree       
Reading state information... Done
The following packages have been kept back:
  ffmpeg libav-tools libavcodec-extra-53 libavdevice53 libavfilter2 
libavformat-extra-53 libavutil-extra-51 libpostproc-extra-52
  libswscale-extra-2 software-center
...

The workaround is unavailable on 12.04:

$ sudo apt-get install libavutil49
Reading package lists... Done
Building dependency tree       
Reading state information... Done
E: Unable to locate package libavutil49
