Nova was shipped with a bug that prevented euca-get-console from working
properly.

** Development Fix **

This is fixed in the development release in
https://review.openstack.org/6718 and fixed in quantal.

** Stable Fix**

This was backported to the stable/essex tree in:
https://review.openstack.org/6835.

** Test case **

1. Run an instance
2. When the image is running, run the following command:

euca-get-console <instance-id>

** Regression Potential**

None, new tests cases have been added to catch this issue as well.
