At first I thought this might be related to bug 1009995, but probably not. However if any application needs to bind to "Alt+Shift" globally then it won't work in Unity any more because Unity steals all Alt+* key combinations on the root window. That's global key shortcuts -- it doesn't affect Alt+* in application windows... Thank you for taking the time to report this bug and helping to make Ubuntu better.
