WiFi now working on rebuild of Precise as well as on Live-USB Precise and Quantal.
I have had similar problems before with installs in other areas where certain items were not working but clean installs generally would clear them up. For some reasons I also may have modem or interference problems: generally wifi on Verizon-FIOS works perfectly on one PC but lapses on other PC's - even when in same room. Sorry about confusion over other problems which are a show-stopper for me.
