Yes, I also have no objection to the behavior.  I think the man page
could be tweaked to be a little.  Something like the following.

- If no server argument is provided, dig consults /etc/resolv.conf and
queries the name servers listed there.

+ If no server argument is provided, dig consults /etc/resolv.conf and
if an IPv4 or IPv6 address is found there (depending upon which
transport has been selected), queries the name server at that address.
