Menu key is not working in many KDE apps. Try to select message in KMail and press Menu key - nothing will happen. Same when you select Amarok track. It doesn't work exactly as RMB. In multi-panel apps (Kontact, KDevelop, Amarok, editors) it's not obvious which element has focus, and so no one is using Menu key.
