Thanks for taking this seriously. I only have the testcase I described above. 
This server is now in production, so I cannot do any more tests on it. 
However it should be easy to test the performance of deadline vs CFQ on a 
server, and lots of people did this and wrote about it on their blogs/websites. 
But this is only the performance of course, for more serious problems you could 
resemble my scenario;start a KVM with ide emulation on a host with a normal 
(slow) disk, do regular writes on the KVM and do a write on the host that lasts 
at least several minutes on the same physical disk. I used a Dell R300 server 
with two WD Caviar Green disks, you should be able to get the same result on 
most other hardware configurations, as long as you don't use too fast disks, 
hardware raid controllers etc.
