Happens to me too, extremely annoying. Hardware: Logitech K360 Keyboard (Swiss German), Logitech MX Anywhere Mouse, both paired to 1 Unifying Receiver Software: Ubuntu 12.04 with Swiss German Keyboard locale
Yet the locale I'm typing on seems to be US.
