Huh? That's really curious. Could you please follow up with the output of "dpkg -s xemacs21" and "apt-cache policy xemacs21"? Unless you specifically require xemacs21, you might be able to work around the problem by completely removing it from your system. If you want Emacs, you may be better off with emacs23 (or emacs24 if it's available by the time you read this) which is GNU Emacs.
