So, with

GRUB_TIMEOUT=1
GRUB_CMDLINE_LINUX_DEFAULT=""
GRUB_GFXPAYLOAD_LINUX=text

it still hangs right before the boot menu is displayed.  So yeah, it's
probably grub.
