I have a HP Pavilion dv5-1030el and I was affected by this bug. I solved the problem by upgrading to 3.2.0-26 kernel from ubuntu- proposed like you suggested.
I give you some additional info if you need it for debug purposes: I started experiencing the problem when I upgraded to 3.2.0-25 kernel. Almost always when I resumed from suspend it poweroff, but sometimes it worked fine. After the poweroff when trying to resume from suspend, when I pressed the power on button nothing happened, I needed to unplug and replug the battery and ac adapter to make it power on again. If I remember well also when I tried to hibernate and then power on, it doesn't power on like after resume from suspend and I needed to unplug battery.
