I think, starting with OOo 2.0 in the German Localization the new keys-
combinations for bold, underline and italic have been introduced. I
remember in Version 1.x I could just do ctrl+u for  underline etc.

However, as in German bold is "fett" the ctrl+f has already been in use
for find (used to be ctrl+g before, if I'm not mistaken). So these
functions were set to be reached with ctrl+shift+<f|k|u>

If you want to verify, you really need a German version;-) I'm just about to 
install OOo 2.2.1; maybe the bug is resolved there. Under win XP in the German 
underline using ctrl+shift+u works flawlessly (I'm using version 2.2.1, but as 
far as I remember it wasn't an issue in earlier versions either)
